
Who we are
The University’s Centre for Conflict and Post-Conflict Studies focuses on:

1. Pillar
Research on the legal aspects related to the conduct of armed conflict.
The Centre examines the rules that apply both to the use of armed force (ius ad bellum) and during conflict (ius in bello) and considers whether these rules are relevant to today’s way of conducting conflicts, including the use of cyberspace, information warfare and the deployment of private military companies. Attention is also paid to the impact of conflicts on the legal orders of third countries – in the form of the regulation of the status of so-called war refugees or in criminal law (criminalization of the authorization of aggression, etc.).

2. Pillar
Post-conflict reconstruction of society.
The Centre deals with legal issues that arise in the post-conflict reconstruction of societies. The issues relate to the normalisation of the legal order after the end of a state of emergency and transitional justice aimed at dealing with the consequences of conflicts (punishment of perpetrators of crimes, compensation of victims, lustration, etc.).
The findings of the research will significantly advance knowledge in several areas of international, constitutional and criminal law and will be applicable in practice, e.g. in the context of conflict and post-conflict reconstruction in Ukraine.

Senior members

Prof. JUDr. PhDr. Veronika Bílková, Ph.D., E.MA
Head of the Department of International Law at the Faculty of Law of Charles University and Head of the University Centre for Conflict and Post-Conflict Studies. She is also a senior research fellow at the Centre for International Law at the Institute of International Relations in Prague. She is a member and Vice-Chair of the Venice Commission of the Council of Europe (since 2010) and a member of the Management Board of the EU Fundamental Rights Agency (since 2020). She has been a member of four expert missions to Ukraine established under the so-called OSCE Moscow Mechanism from 2022-2024 and a member of the Committee, Secretary General and Vice-President of the European Society of International Law (2016-2024). Her research areas include the use of force, international humanitarian law, international human rights law, international criminal law and counter-terrorism. She has published widely in Czech, English and French.

JUDr. Mgr. Alla Tymofeyva, Ph.D.
Associate professor of international law at the Faculty of Law of Charles University in Prague and court interpreter. She specializes in human rights and international law, is the author of a monograph on NGOs under the European Convention and has participated in a number of international conferences, including “New Technologies in International Law”, “Armed Conflicts of the 21st Century” and “70th Anniversary of the European Convention on Human Rights”. She has worked on research on the protection of human rights of the elderly, forced labour and migration, and the impact of the jurisprudence of the European Court of Human Rights. She speaks four languages: English, Czech, Russian and Ukrainian, and is active in professional societies such as the European Society of International Law, the Czech Society of International Law and the Society for Common Law in the Czech Republic.

Junior members

JUDr. Veronika D’Evereux, Ph.D.
Researcher specializing in international law of armed conflicts incl. its part of international humanitarian law applied on complex issues of the Israeli-Palestinian conflict. Other major areas of research interest are the legal aspects of the use of artificial intelligence and the environmental dimensions of specific branches of public international law. She graduated from the Doctoral Program in Public International Law in 2020 and received her Doctor of Laws (J.D.) degree from the Faculty of Law, Charles University in Prague in 2022.

Dr. Jakub Dienstbier
He works at the Department of Constitutional Law at the Faculty of Law of Charles University and at the Office of the President of the Republic. His academic work focuses on the constitutional law aspects of national security, such as emergency rule, civilian control of the armed forces and the supreme command of the armed forces; he also completed an internship in this field. He is also interested in various issues of jurisprudence and constitutional theory. In 2023 he received the Dean’s Prize of the Faculty of Law of Charles University Praemium excellentiae for an outstanding dissertation. For the same work he was also awarded an honorary mention by the State Security Council in 2024. He has also been applying his legal education for a long time in the non-profit sector, specifically in the Junák – Czech Scout Association, z. s.

Mgr. Zuzana Fellegi, M.A., LL.M., Ph.D.
A human rights lawyer and political scientist, she is currently an Assistant Professor and Research Fellow at the School of Law and the School of International Relations & Diplomacy at the Anglo-American College in Prague. She is also Deputy Editor-in-Chief of the European Journal of Politics and Gender (EJPG). Dr. Fellegi holds degrees in Human Rights, European Law and Political Science from Muhlenberg College, USA, Humboldt University, Berlin and Sciences Po a l’ÉNA, Paris. Previously, she worked in the field of Justice and Home Affairs for the European Commission and served as Director General for Human Rights and Minorities at the Office of the Slovak Government, where she worked with international organisations such as the UN, UNESCO, OECD and OSCE. Her extensive work and studies in Europe and the USA have given her significant cross-cultural experience and she is fluent in seven languages.

JUDr. Eliška Flídrová, Ph.D.
Lecturer in International Law at the Faculty of Law, Charles University in Prague. Her professional activities focus on refugees and migration, human rights and state sovereignty. She regularly participates in research projects in the field of public international law and in domestic and international conferences. Eliška also works on human rights and migration issues in her legal practice as an advocate.

Mgr. Nela Laryšová, Ph.D.
She is an experienced researcher and manager specialising in human rights and the rule of law in Central and Eastern Europe. She holds a PhD in International Law from Charles University in Prague. She currently serves as Vice-Chair of Memorial Czech Republic. Nela also works as an independent consultant and expert for various entities, mainly from civil society and international organizations. She is a member of the OSCE Panel of Experts on Freedom of Assembly and Association. Nela has authored and co-authored a number of reports on issues such as restrictions on freedom of association in European countries, the human rights situation in Russia and the war in Ukraine.

Mirosław M. Sadowski, Ph.D.
Lecturer at the Faculty of Law, University of Strathclyde, Glasgow, Scotland; postdoctoral researcher in the “Mnemonic Reality” project at the Centre for Global Studies, Aberta University, Lisbon, Portugal; and postdoctoral researcher at CEBRAP – Brazilian Centre for Analysis and Planning, São Paulo, Brazil. His main research interests lie at the intersection of law and memory, sociology of law and cultural heritage law, as well as international law and political science. He has presented papers at more than forty conferences and published over 30 papers, including the monograph “Intersections of Law and Memory: Influencing Perceptions of the Past” (Routledge, 2024) based on his Ph. He is a member of SLSA, ACDS/CLSA, Open Council of Europe Academic Networks (OCEAN), and the Richard Wagner Society in Wrocław, where he is a member of the Board of Directors responsible for International Relations, and CompaRes – International Society for Ibero-Slavic Studies, where he serves as Vice President.

JUDr. Ondřej Svoboda, Ph.D.
Researcher at the Faculty of Law, Charles University, where he received his Ph.D. in 2020. His current research focuses on international economic law and business and human rights. Most recently, he was Deputy Head of the International Law Department at the Ministry of Industry and Trade, where he provided legal advice on investment and trade law issues. He also served as Deputy Head of the Secretariat of the National Contact Point for the implementation of the OECD Guidelines for Multinational Enterprises. Dr. Svoboda regularly publishes on various topics of international and European law, e.g. in the Journal of World Trade, European Foreign Affairs Review and Transnational Dispute Management.

JUDr. Kristýna Urbanová, Ph.D., LL.M
She graduated from the Faculty of Law of Charles University (JUDr., Ph.D.) and the University of Cambridge (LL.M.) and works part-time as an assistant professor at the Department of International Law at the Faculty of Law of Charles University. Her main areas of expertise are international criminal law, the law of armed conflict and the use of force. She also focuses on more general issues of international law. She is also a lecturer of public international law and participates in teaching other specialized courses, especially those focusing on international criminal law. She is a member of the Czech Bar Association and has long been active in advocacy, focusing on dispute resolution, public procurement and energy issues.

Prof. JUDr. Jan Ondřej, CSc., DSc.
Professor of International Law at the Faculty of Law of Charles University in Prague and at AMBIS College. He is the author of the textbook Public, Private and Commercial International Law (2014) and a number of publications on international spaces (space law, law of the sea, Antarctica), e.g. Legal Regimes of Maritime Areas (2017) and Law of International Spaces (2004). He also deals with disarmament and international security issues, e.g. monographs Selected Issues of International Security Law and Disarmament (2021) or Disarmament – a Means of Ensuring International Security (2008). He is also co-author of the publication International Humanitarian Law (2010), the textbook Fundamentals of Public International Law (2023).

Federica Cristani, Ph.D.
Head of the International Law Centre of the Institute of International Relations and PI in the Horizon Europe HRJust project (States’ Practice of Human Rights Justification). She holds a PhD (with a Doctor Europaeus certificate) in International Law from the University of Verona (IT). Previously she worked at the University of Verona and at the World Trade Institute at the University of Bern (CH). She has also been a visiting scholar at numerous universities and research centres in Hungary, Slovakia, Germany, Denmark, the UK, the USA and at the Arctic Centre of the University of Lapland (FI). Her main research interests include international law of state responsibility , international economic law, international law in cyberspace and gender politics.
